| OSCAR was officially founded in May 1986 after members met informally for about a year. This club is based in the Atlantic area (East Coast) of the United States. |
| Club dues are $15/year/household for regular membership, which includes a subscription to the National Newsletter; or $5/year/household for an associate membership. Associate members receive all club newsletters and have the full range of benefits regular members have, but do not receive a subscription to the National Newsletter.
